Precision Development (PxD) is a global non-profit organization that harnesses technology, data science and behavioral economics to empower people living in poverty to improve their lives. By providing actionable information to the right people, in the right way and at the right time, PxD empowers poor people living in developing countries to improve their livelihoods, mitigate risks, and advance environmental sustainability. PxD, through its primary project, Precision Agriculture for Development (PAD), delivers customized agricultural advice to smallholder farmers via their mobile phones. PAD implements this pioneering model of agricultural extension in collaboration with partner organizations to maximize scale, and continuously experiments, iterates, and gathers evidence on impact to improve service delivery and demonstrate value. PAD currently works in nine countries in Africa and Asia, is launching operations in Latin America, and is rapidly expanding as governments and organizations look for innovative ways to utilize new technologies to deliver actionable information to people who need it. As of the end of the third quarter of 2020, PAD was serving 3.6 million farmers through a range of services providing tailored information on crop optimization, pest management, input utilization and environmental stewardship. PxD is piloting the use of mobile technology to deliver information in sectors beyond agriculture, including the use of SMS to facilitate math education in Kenya.


We are looking for a driven, creative and independent person to join a high-performing flexible team. As Research and Operations Manager, you will support research, operations, and the scaling of operations in Colombia, our first country in Latin America, by leading activities in collaboration with state governments, private/social enterprises, researchers and other key partner organizations. You will work closely with the Country Launch Manager and Regional Director for Latin America. You will work in a non-hierarchical team and be immersed in a start-up culture. Responsibilities


The Research and Operations Manager will be responsible to provide support to PAD’s research operations and management in Colombia. In order to facilitate a steady stream of research and programmatic opportunities, the successful applicant will also actively contribute to fundraising, funder reporting, and research dissemination.

The Research and Operations Manager will report to the Colombia Country Launch Manager, and will work closely with the relevant Regional Director for Latin America and Global Directors. The base location of this position is in Bogota and will temporarily be a work-from-home position due to the current COVID-19 pandemic. When it is safe to do so, this position will be based out of the project’s office and will require frequent travel to field locations in Colombia. PAD is a start-up organization and will require flexibility from all staff with regards to roles and responsibilities.


The Research and Operations Manager will be responsible for the following main tasks:


  • Supervise the implementation of PAD mobile services in Colombia, including developing protocols for monitoring digital platforms, ensuring rigorous testing and piloting of our platforms, collecting feedback from the platform users, and planning the development of new features;
  • Support the expansion of existing programs and the realization of new opportunities, including design and execution of scoping activities and proposal development.
  • Supervise from start to finish the implementation of projects in collaboration with our partners, including the development of research design and proposals, managing data collection and overseeing data cleaning.
  • Develop and maintain close relationships with key Government institutions;
  • Ensure project adherence in the field to general research design, sample selection, data quality and security, and research protocols;
  • Directly supervise project staff (Research Associates, Project Associates, Agronomists, Field Staff, Call Center Staff, Interns), and lead training and onboarding of new/incoming project staff;
  • Assist in managing partner relations and working with external stakeholders for implementation of field operations.
  • Develop and maintain work plans and timelines across projects to ensure optimal allocation of resources and meeting key deadlines on time;
  • Keep the Latin America Regional Director appraised of all developments on the projects in their portfolio, and serve as key link between partners, project staff, and PAD researchers;
  • Support the dissemination of results via presentations and reports to our partners;
  • Contribute to general management tasks important for the organization's functioning and success including but not limited to budgeting, hiring, and strategic planning.
  • Support the administrative registration and set-up of PAD in Colombia.


Qualifications and experience


Required Qualifications and Experience:

 

  • A master's degree in economics, agricultural economics, public policy, or a closely related field.
  • Strong technical understanding of economics and randomized evaluations.
  • At least four years of experience in a multi-faceted role dealing with multiple projects and stakeholders; two years of managerial experience preferred.
  • Technical understanding of economics and randomized evaluations.
  • Proficiency in using Stata is required, Python, R, or other data analysis software a plus.
  • Strong writing and oral communication skills in English and Spanish, with attention to detail and advanced writing and presentation skills.
  • Experience managing partnerships with government entities, donors, and NGOs.
  • Self-starter, ability to handle multiple projects/tasks and meet deadlines.
  • Ability to manage multiple projects and stakeholders. Strong self-motivation with skill in working under tight timelines.
  • Strong leadership and relationship-building skills with experience managing staff.
  • Willingness to travel up to 30% to project areas nationally.
